It is a bustle. Bustles are supposed to make your bum look big!

It's the Laughing Moon Saloon girl pattern, it's so easy you would not believe it :)

I spent the evening asking men if they thought my bum looked big in it, and derived much amusement from watching them trying to come up with a diplomatic way of saying 'yes' :D
